Nearshore or offshore: what actually changes
This page is for teams who have already outsourced, usually to India, and are wondering whether the friction they feel is fixable or structural. Some of it is structural. None of it is about whether the engineers are any good, because they usually are.
Start with what offshore gets right
India has the deepest software engineering talent pool on earth and the lowest cost per engineer-day of any mature market. If your work is well specified, stable in scope, and measured in throughput rather than in decisions per day, offshore delivery is hard to beat on economics and you should probably keep doing it.
We are not going to pretend otherwise to win a page. Plenty of European companies run excellent long-term offshore relationships. If yours is working, the honest advice is to leave it alone.
The variable that actually hurts is the decision loop
India sits four and a half hours ahead of Central European Time in winter, three and a half in summer. A standard Indian working day of 09:30 to 18:30 overlaps a European one from roughly 09:00 to 14:00. You get the morning together and the afternoon apart.
That is fine for work that was fully specified yesterday. It is expensive for work where the requirement becomes clear while you build it, which is most product work. A question that arrives at 15:00 your time is answered tomorrow morning. Two follow-ups turn a ten-minute conversation into three days.
Many offshore teams solve this by shifting into the evening, working until 20:00 or 22:00 local. It works, and it quietly costs you retention. The engineer who understands your domain best is the one most likely to leave over it, and domain knowledge is the expensive part to replace.
Where Morocco sits
Our engineering team is in Rabat and Casablanca, at UTC+1. That is Central European Time in winter and one hour behind in summer. There is no handover window because there is no gap to hand over. Pairing, live debugging and same-day review are all normal rather than scheduled.
The second difference is physical. Brussels to Casablanca is about three hours and twenty minutes, Paris to Casablanca about three. An on-site week is a flight, not an expedition, and quarterly visits in both directions stay realistic instead of becoming an annual event that nobody budgets for.
The third is language. The team works in French and English, and in Arabic where a client needs it. For French-speaking and Belgian buyers this removes a friction that English-only delivery cannot, and it is usually the reason a French-speaking product owner stops repeating themselves.
Where we are the wrong answer
On raw day rate, offshore wins. Morocco is meaningfully cheaper than Western Europe and meaningfully more expensive than South Asia, and any comparison that hides that is selling you something. If procurement is scored purely on cost per day, we will lose that comparison and we should.
On sheer scale, offshore wins too. If you need forty engineers next quarter, the Indian market can do that and we cannot. We are built for teams of two to fifteen inside an existing engineering organisation, not for a thousand-seat delivery centre.
The case for moving closer is about the cost of a slow loop, not the cost of an engineer. If your delivery is throughput work against a stable spec, that cost is low and offshore is the right call. If your engineers spend their afternoons blocked on a question, it is high, and it does not show up on the invoice.
What a move actually involves
Nobody should migrate a working delivery relationship in one step. The pattern that works is to put one or two engineers alongside the existing team on the work that is most decision-heavy, usually the part closest to the product, and leave the specified throughput work where it is.
You find out within a sprint or two whether the loop speed changes anything. If it does not, you have spent one engineer for a month and learned something. If it does, you expand deliberately rather than betting a roadmap on a supplier change.
The comparison that matters for a European buyer, stated plainly. Cost and scale are not in our favour and are listed anyway.

What teams ask when they are considering a move
- Is nearshore just offshore with a better story?
- If the supplier runs a parallel process and hands you an integration at the end, then yes, and the geography changes nothing. The thing worth buying is a team inside your process on your working day. Ask any supplier whether their engineers commit to your repository against your review standards. The answer tells you more than the location.
- We already have an offshore team. Do we have to replace it?
- No, and you probably should not. The usual shape is a small nearshore group on the decision-heavy work next to an existing offshore team on the specified work. Both models keep doing what they are good at.
- Is Morocco covered by GDPR adequacy?
- No, and be wary of anyone who implies otherwise. Morocco is not on the European Commission adequacy list, so transfers need the same safeguards as any third country. What changes the picture in practice is that you contract with our Belgian entity, and that our engineers can work inside your environment, on your infrastructure, under your access controls, so the data does not move in the first place.
- Are you ISO 27001 certified?
- Not today. Our practices follow ISO/IEC 27001 principles and are mapped against CyberFundamentals from the Belgian Centre for Cybersecurity, with the Stage 2 audit planned with a BELAC-accredited body in 2027. Encryption, enforced MFA, least privilege, access review at project close and 24 hour incident notification are in place now.
- What about the cost difference, honestly?
- You will pay more per day than you do in South Asia. Whether that is worth it depends entirely on how much of your delivery is blocked waiting for an answer. If the number is small, stay where you are.
- How do we test this without committing?
- One engineer, one month, on the work that generates the most questions. It is a small enough bet to make without a procurement cycle and a big enough sample to tell you whether loop speed is your constraint.
Test it with one engineer before you move anything
Describe the part of your delivery that stalls waiting on answers. The scoping assistant asks what a senior engineer would ask and returns a line-by-line estimate with an earliest start date, reviewed by a human before it reaches you.
